The public leader as institution-builder: creating capability that survives political cycles

Public institutions often become closely associated with the executive leading them. Visibility can create momentum, but lasting performance requires the institution to be stronger than any individual personality. The leader's task is to turn personal intent into organisational capability.

That means clarifying the mission, strengthening decision rights and building a management culture in which responsibility is understood at every level.
